    Measuring attitudes and preparedness to respond in a disaster situation

    The behavior of citizens in disaster situation is the basis of its mastery. Due to their sudden nature, large scale and detrimental potential, critical situations require quick actions, the adequacy and correct orientation of which have a key role in the protection and preservation of human life. At that moment, the main factors that form adequate behavior are: the risk perception, including the knowledge and the understanding of the disaster; the information that is provided by the authorized bodies for the specific case and its adequacy and the personal characteristics of the people in the disaster threat. The most significant impact on all these factors has the acquired knowledge and practical skills in the field of safety and disaster protection, provided in advance and referred to the so-called “pre-impact” or preparation phase. This knowledge is focused on the nature of the disaster, the way it could affect people, the correct behavior of each person, during and after it, the evacuation routes and available shelters, first aid techniques, etc. It is directed to citizens and gives the basic information needed for successful crisis management, and not only qualitatively improves the organization of the population, reduces chaos and confusion and ensures adequate collective response and discipline, but gives opportunity for volunteering in providing additional support to the medical teams in their efforts to help people in need.

    Achieving information security in the organization is related to the implementation of certain standard security procedures. The set of methods and tools for information security and communication and information systems (CIS) are the tools for implementing these procedures. The subject of the research is the subsystem for limiting and regulating access to information and communication and information systems, which is necessary for the analysis and simulation modelling of the interaction of national security systems in crisis situations related to cybersecurity and cyber defence.

    The impact of the crisis as an accelerator of changes in managerial decision-making on corporate culture in the era of Industry 4.0

    Decision making is a key characteristic of a successful organisation and one of the most important roles of a manager. Decisionmaking plays an important role during times of crisis. Any condition, even a crisis, can be handled by a manager equipped with the appropriate crisis competencies. In the theory of managerial decision-making, the various procedures and tools are explained through normative and descriptive theories, which should form the basis of decision-making even in times of crisis. Uncertainty and complexity are significant predictors of decision-making practices in such conditions. From a normative perspective, the characteristics of decision-making in times of crisis include complexity, political aspect and formalisation. From the perspective of descriptive theories, attention is paid to the psychological aspects of decision making and the influence of behavioural economics on managers’ decision making. The Fourth Industrial Revolution, with its tools, supports decision-making. The creators of this support should try to reinforce the intended rationality of the target user and at the same time avoid introducing “irrationality” into the processes of analysis and decision making. Effective technologies must take into account the complex social and economic nature of decision-making. Related to this is a properly aligned corporate culture as a tool for implementing the changes and innovations needed to cope with the crisis. Changing corporate culture as a quick response to a crisis is, according to many authors, impossible. That is why there is talk of preparedness in the form of gradual introduction of Industry 4.0 tools in order to build a digital corporate culture that can support the introduction of necessary changes in enterprises in times of crisis. The aim of this paper is to examine the impact of the crisis on changes in managerial decision-making in the era of the fourth industrial revolution and to discuss what role corporate culture can play in crisis-induced changes.

    Analysis of barriers to adaptation to climate change

    Climate change is causing disasters such as floods, whirlwinds, storms, drought, or other extreme weather events that have not yet occurred in certain areas of the world or have not occurred to such an extent and intensity as it is happening now or is predicted in the foreseeable future. Government and, in particular, crisis management system should reflect these facts in order to prepare itself and the population on such events. People should also be interested in preparing for and adapting to these changes and related crisis events. The aim of the article is to examine preparedness of the population in the Slovak Republic and, in particular, to analyse the barriers to climate change adaptation of the population. For the analysis are used the questionnaire survey results on this topic. The initial results indicate the influence of the population by various barriers and factors.

    RISK PERCEPTION BY STUDENTS: CASE OF FACULTY OF SECURITY ENGINEERING, UNIVERSTIY OF ZILINA

    The perception, awareness and understanding of risk by the population are important factors for the society safety, which contribute to increasing the preparedness of the population for the effects of crisis events, whether natural, industrial, economic, social, or in enterprise. The article focuses on the analysis of the need for education of students in the area of risk management and crisis management. The research groups were only students, not the population in general. The results were achieved by analysing the current state of education at the Faculty of Security Engineering – University of Žilina and a partial statistical evaluation of the questionnaire survey among students of this faculty. The results indicate that the risk perception of students is relatively low and the need for education in this field is justified.

    Changes in the security environment should therefore be reflected by this system in order to prepare the population on the crisis events that have not yet occurred or have not occurred to such an extent or magnitude. The aim of the article is to examine the current system of civil protection in the Slovak Republic from the point of view of activities devoted to the preparation of the population and to the analysis of the population itself for crisis events through the analysis of the questionnaire survey results. Initial results indicate clear deficiencies both in the civil protection systems and in the preparedness of the population for crisis situations.

    CRISIS MANAGEMENT AS AN ACADEMIC DISCIPLINE

    Crisis management is rather old managerial practice, but the very term is rather new. In last decades of XX century in a number of European countries Crisis management has become recognized as an academic discipline and education and research field. Although it is included in the curriculum of number of faculties, it is not understand in the same way. There is confusion in terminology, methods, concepts and approaches. What is also confusing is the fact that the discipline of Crisis management is most developed in rich and politically stable countries like Sweden and Netherland, while it is still in the rudimentary phase in countries that have faced serious crisis situations in recent past, like ex Yugoslav countries countries. However situation in this field is rapidly changing in the Western Balkans and the conditions for dynamic development of crisis management as an academic discipline emerged, which might contribute to improvement of managerial practice both in profit and public sector.
