    Flood risk assessment and management through a water management information system

    Floods are the most common natural disasters on the territory of Bulgaria. As a temporary flooding of a significant part of the land as a result of the action of natural forces, destruction of hydro technical facilities (dam walls, dams) or other critical situations (accidents), these are events with a great possibility of prevention and mitigation of negative effects, since unlike other natural disasters, they are highly predictable. In many cases, the timing, nature and expected sizes can be determined in advance, which, together with the preparation of the population for response and crisis management measures, are part of the complex activity of Flood Protection. The researched information system for water management is part of the measures for the effective management of the risk of floods in the territory of the Municipality of Burgas, as the most frequently occurring disaster in the territory of the Municipality, related to large material damages, destruction and casualties. Photos of the operation of the system in real conditions of rising waters of the monitored water bodies are presented, as well as the actions aimed at controlling the negative effects of the disaster.

    The main task of this paper is to show the goals and possible practices in the management of key elements of the environment: soils and waters to achieve the goals set in the European Green Deal and to achieve sustainability of the EU economy. The introduced roadmap for actions outlines the main goals and requirements for increasing the efficiency of the used natural resources: soil and water by introducing the principles of the circular economy and regenerative agriculture for restoring biodiversity and mitigating the reasons for preventing their pollution.

    MODIFIED PETRURGICAL MATERIALS BASED ON SEDIMENTARY ROCKS USED FOR BALLISTIC PURPOSES

    Bulgaria has a variety of deposits (mainly in northeastern Bulgaria) of sedimentary rocks (marls) suitable for the development of compounding formulations and technology for the production of stone products. On the basis of some of these sedimentary rocks (marls), experimental technologies for innovative formulations with modifiers for usable petrurgical materials are developed and tested. The first prototypes of ballistic protection products are obtained, with physic-mechanical properties better than those when only natural sedimentary rock is used, and lighter and cheaper than in the case of corundum and silicon carbide.
    The properties of these materials allow for certain alternative applications such as the ballistic protection of ground-based mobile and stationary objects. They also make possible the production of quality articles with protective properties against high-speed kinetic effects, but at significantly lower cost than when traditional materials are used.

    LEGAL FRAMEWORK FOR THE PROTECTION OF CBRN AGENTS IN BOSNIA AND HERZEGOVINA

    In this paper the authors present legal framework for the protection against CBRN agents in Bosnia and Herzegovina. By critical analyzing existing legal framework the authors will determine plausible legal course of action in cases of danger caused by CBRN agents. Namely, although use of CBRN agents for industrial purposes is thoroughly regulated the may be abused in the various activities against civil society. The may be abused through the acts of terrorism and sabotage and misused through inadequate handling of the agents and their byproducts. The final goal of this paper is to examine the applicable value of the existing legislation in this area in Bosnia and Herzegovina.

  • IMPORTANCE OF TRAFFIC SAFETY AND ENVIRONMENTAL PROTECTION IN SERBIA

    This paper is devoted to traffic safety and environmental protection in Serbia. Unfortunately the level of air pollution i.e. the level of emission of carbon dioxide in the world is still raising. Additional actions are needed in order to limit the effect of climate changes in the following years. People ask why electric vehicles aren’t main-stream? It seems that price has a lot to do with it. The Road Traffic Safety Agency with its systematic and responsible activities set clear guidelines for the monitoring and improvement of road safety in Serbia. In the Republic of Serbia from 1981 till 2013 in the traffic accidents 41.718 persons were killed. In the same period 632.936 persons were seriously injured. Republic of Serbia on the 16th of November 2011 began to commemorate the World’s Day of memory on victims in the traffic accidents. Law on road traffic safety came into effect in the Republic of Serbia in 2009. and brought many changes in our legal order. Majority of those changes meant harmonization with European Union regulation in the area of traffic safety. Changes made by the st new Law on infractions (“Officaial Gazette of the Republic of Serbia“, no. 65/13) in application from March the 1 2014. show the increase of penalties for unscrupulous drivers, but drivers complain on to many regulations and difficulties to get documents for motor vehicle use. In this paper there are mentioned the most efficient hybrids we can buy today. In Serbia “FIAT automobiles of Serbia” is still the leading exporter on the list of 15 biggest Serbian exporters, according to the data of the Serbian Ministry of Finances. In April 2015 at New York Auto Show will be possible to see all new accomplishments in auto-moto industry all over the world.

  • INTEGRATED TECHNOLOGY AND MULTIMODULE TRACKED VEHICLES UNIT FOR WETLANDS PROTECTION

    Integrated technology and new generation of multimodule tracked vehicles unit was designed by PIMR- Industrial Institute of Agricultural Engineering in Poznan within the research project WND-POIG.01.03.01-00-164/09. The Tracked Vehicles Unit (TVU) was built as a part of cooperation with Polish firm Hydromega. TVU is dedicated to work on wetlands and should have positive impact on ecology and better environment protection thanks to use of biodegradable oils and lubricants, diesel engine with Stage III emission standard, innovative tracks which have different internal and external speeds during turns. A single-phase technology is designed for harvesting/collecting and transporting biomass (reeds, grass, bushes, small trees) on wetlands, especially these that are located in National Parks and Nature 2000 areas. The TVU is designed to work with different tool modules for cutting, shredding and transporting collected biomass on wetlands. Amphibian type of the TVU’s hulls allows for work in inlands water (rivers, lakes, canals).

  • NEW TRENDS IN TRAFFIC SAFETY

    In this paper the important events in the auto industry all over the world, situation with automobile industry in Serbia, the concern for safety of drivers and other participants in traffic, with special stress on the protection of children in traffic, as well as the obligation of environmental protection are presented. Unfortunately, mortality in traffic is becoming epidemic. The interactive map showing the basic parameters of traffic safety in all countries in the world has been started. Every year on the roads throughout the world even 1.240.000 persons are killed. On the roads in Serbia the most frequent causes of traffic accident with serious consequences are: speeding, driving under the influence of alcohol and not fastening seat belts. Children in traffic are killed mostly as passengers. Reasearch shows that Serbia is positioned very low comparing to European Union countries when it comes to the safe transport of children in vehicles and the use of seat belts. Agency for Traffic Safety in the Republic of Serbia in December 2013 celebrated 4 years from foundation and on that occasion the importance and necessity of connecting and coordination in work of all subjects competent for the field of safety was emphasized.
