An analysis of methodological approaches to the development of a strategy for neo-industrial development of the economy of various levels was carried out. The absence of systematic ideas about the mechanisms of influence of convergent (NBIC) technologies on existing production processes and the functioning of societies with the prevalence of predominantly overestimated expectations is shown. A local assessment of the effectiveness of the application of convergent technologies forms the prerequisites for the emergence of risks with unpredictable social and environmental consequences. The methodological imperfection of the concept of technology convergence is shown, due to different principles for the development of technologies with given functionality. The principle of intellectual convergence is proposed, the implementation of which in the form of integration interaction of the intellectual potentials of institutional components allows minimizing the risks in the innovative activity of business entities and the sustainable development of societies.
An expedient methodological approach to implement intellectual convergence is the green life cycle of innovative products.

One of the key concepts that expresses essential processes in techno-economic development is the technological way of production. The concept has been forming for a long time. The economic opportunities of the regions are differentiated due to the presence of different geographical, historical, demographic and other factors. The article identifies the author’s concept of “technological security of the region” and the main reason for the state’s technological security. The main provisions for the development of the concept of technological security strategy of the region are proposed. It is determined that the region’s technological security strategy is a long-term plan of action aimed at ensuring the technological interests of the region, finding and creating appropriate reserves to prevent, avoid and eliminate the risks, threats and threats to the development of the region. The mechanism of implementation of the technological security strategy of the region includes state regulators and market institutions, as well as their influence on the processes taking place in the innovation and technological sphere. It is proved that the main purpose of the mechanism of implementation of the technological security strategy of the region is to create conditions with ensuring a high level of technological security and with observance of social, labor and environmental standards for the population of the region. The priority tasks of scientific and technological support for the solution of technological security problems in the region is the innovative policy of both the state and the regions, on the development and application of high technologies, protection of intellectual property rights, creation of human resources of science and knowledge bases subject to state protection. The strategic directions of state regulation of the development of economic and technological potential of the region for ensuring its technological security have been determined.

Challenges of Industry 4.0 will have a great influence on the field of tourism, as well. Society will need some places, a kind of reservations, to save and keep pure nature with variety of its wealth. Such locations will be of a huge touristic demand. That will become both a scientific and business problem in formation of brand-new ecological tourism products – to find a balance between an untouched natural reality and virtual entertainment opportunities of Industry 4.0 era. This is even more complex for developing countries, like Ukraine, and its provinces, like Kherson region. Economics of regional tourism, with corporatization processes involved, becomes an important  scientific problem, considering the challenges of Industry 4.0.

The main issues considered in this paper are: spatial spread of innovations during a healthcare reform; social results of disproportions in healthcare development and their impact on human capital; capabilities of spatial redistribution of innovations.
