• INNOVATIONS IN THE PUBLIC FINANCE CONTROL – NECESSARY AND REQUIRED

    The innovations in the public sector follow those in the business sector. The reasons are at least two – the necessary conservatism of the sector and setting-out of the initiatives of the "top". However, the introduction of innovations in the public organizations is not only necessary, but also mandatory, as it is directly related to the administrative capacity to perform effectively and efficiently their inherent functions.

    The operations with the public finances has always been the focus of public attention, which is sensitive to the way of spending taxpayers’ money. Therefore, innovation in this field should be directed towards greater transparency, control, efficiency and effectiveness. Opportunities for that exist in areas such as financial analysis, financial planning and forecasting, development of program budgets, and application of the financial management and control.

    Innovative models of public finance management are presented in the paper, with emphasis on the use of cloud technologies for ex-ante control over the spending of budget funds. Such cloud structure was probated in some Bulgarian municipalities and its effectiveness and efficiency was proven in terms of facilitation the work of financial controllers, implementation of rapid control activities, generation of checkups and reports and upgrading the confidence in the operation of control systems.

    Introduction of training in entrepreneurship, innovation and project management is one of the most discussed topics in the field of education as a whole. Particular attention is paid to this education in the field of higher education and is one of the priority objectives of the Europe 2020 strategy.

    According to the European Commission study, carried out in the Member States of the EU and 15 other countries in the period 2015-2015 students received training in entrepreneurship and innovation be implemented most successfully. They are the best paid in the labor market, employment is almost maximum, the more likely they are to start their own business and their companies are the most innovative and creative.

    This article presents the experience in entrepreneurship education, innovation and project management of the students from the UMG "St. Ivan Rilski”, Sofia.

    An essential point in this education is the acquisition of knowledge and skills that link higher education with the requirements of the business and the labor market.

  • CUSTOMER SATISFACTION AND LOYALTY DETERMINANTS IN FMCG ON-LINE RETAIL STORES

    Globalization and free movement of goods have significantly limited price competition among FMCG on-line retailers. A relationship with a customer becomes more dependent on non-price factors such as: usability of e-commerce systems and trust in a company. One of the goals of the research described in the article was to determine the influence on customer’s satisfaction and loyalty by such factors as: customer value, web-usability and trust. The article presents the outcome of the research conducted in Poland on the customers of Polish FMCG on-line retailers.

  • CAPITAL MANAGEMENT IN FINANCIAL INSTITUTION ACTIVITY IN POLISH BANKING SECTOR

    In this article the basic types of capital characteristic for modern financial institutions were presented. Based on the Polish Financial Supervision Authority, the stability of funding sources in a group of commercial, cooperative banks and credit institutions setting up the Polish banking system in the years 2009-2014 was estimated. The conducted study showed that the main funding sources of commercial banks activity, cooperative banks in particular, are deposits of non-financial sector. The emission of debt commitments represents a very small share in total assets. In addition, the internal analysis of the structure of deposits of non-financial sector structure showed that the dominant source of capital are cash flows from the household sector. It should also emphasize that despite the reduction in central bank interest rates, the dynamics of increase in fundraising, is keeping an upward trend, which greatly reduces the instability of funding sources.

  • PROBLEM ANALYSIS OF PROJECT MANAGEMENT INFORMATION SYSTEM CONSTRUCTION AT IRON AND STEEL ENTERPRISES OF UKRAINE

    The problem of construction of project management information system (PMIS) is analyzed. The factors under investigation define the problem: the presence of ERP-systems (ERP) in metallurgy industry, the ERP inefficiency for the PMIS construction due to the drawbacks of the functional and historical divergences between the kind of management activity and project management software (PM software); the necessity for the PM software application for the PMIS construction and integration of the PMIS and ERP into unified informational system (IS) for management of all kinds of enterprise activities. To solve this problem information is systematized; variants of integration of PM software with ERP applied in metallurgy industry are classified and proposed.

  • PUBLIC INFRASTRUCTURE INVESTMENTS AND THEIR IMPACT ON PRIVATE INVESTMENT (The case of Saranda)

    Evaluation of public investment efficiency in macroeconomic terms has increased the attention of the researchers in recent years. In this paper we concentrating on the evaluation of public investment based on the impact they have on the economic indicators and specifically the growth of private investment. Public investment at national and local level have an important role in economic growth and particularly public infrastructure contributes in increasing private investment, in the developing economies. In this regard, in our paper we get in study investment in public infrastructure and their impact on the number of private businesses in the municipality of Saranda. In the first part of this paper is treated the theoretical aspect of public investment, identification of economic indicators and evaluation of public investment on the basis of these indicators. In the second part we have treated methodology for collecting and processing data. For the realization of our paper, we are based on a statistical study of secondary data and to process them is using linear regression model. Data analysis represents the third part of the study, namely the correlation analysis of independent variables and the construction and analysis of linear regression equation, which expresses the connection of independent variables with the dependent variable. The ratio of public investment in infrastructure to public investment total, represent independent variable with the more important that we have included in our study, interest rates and the index of economic freedom represents independent explanatory variables, while number of business entities represents the dependent variable.

The company’s innovative activity depends mainly on human resources, knowledge and entrepreneurship, which essence lies in creating and searching for innovation and discovering new relations in the economic system. The advantage of modern enterprise is its human resources and their development, learning and creativity capability. The aim of the study is to isolate the factors influencing the activity of innovative enterprises.

  • THE REMITTANCES AND EVALUATION OF THEIR IMPACT ON ECONOMIC GROWTH. (The case of Albania)

    Many studies in recent years have shown that remittances constitute one of the most important financial resources for developing economies. They are considered as sustainable capital resources and in this way contribute to a sustainable economic growth in developing countries. Today, the flow of remittances at a global level reaches more than US $ 100 billion per year, and more than 60 percent goes to developing countries. They are an important mechanism to transfer resources from developed countries to developing countries. In this way remittances particularly in the developing economies play an important role in economic growth and poverty reduction. In this regard, in our paper we get in study remittances and their evaluation on the basis of the impact on economic growth in Albania.     Changes, improvement, and finally the introduction of new solutions (innovations) in every area of the company’s activities, are an important part of its existence on the market. Among the characteristics of modern markets, those associated with dynamism are particularly important. Customers’ preferences and needs, the behavior of competitors are constantly changing. This happens in fact of geographically unrestricted access to products and their suppliers. This is accompanied by the possibility of access to key terms of operating efficiency, including innovation information management. They are (information) the cause of innovation, as well as one of the most important factors affecting the achievement of intended objective. This aim of this article is to analyze the possibilities and desirability of active management in conditions of globalization in terms of information, particularly in terms of efficient innovation management in a changing environment.

    With the development of digital technology and especially the possibilities for electronic publishing Open access publishing is becoming more and more a global phenomenon. Open access means unrestricted online access to scholarly research and research data. The paper presents the common definitions, the types and vehicles for delivering Open access to scientific publications. Because of its economic efficiency, the potential economic benefits of Open access might have an impact on many other groups besides the users and the authors themselves – publishers, scientific institutions, specific industries, etc. Economic effects of OA are analysed through the concept of its benefits which could generally be divided into two groups – individual and collective. Besides the economic benefits, one must also consider the “price” of OA, as well as its limitations. Together with the effects of Open access that support the development of science, its use could be regarded as a means to increase social welfare as well.

  • CLUSTERS AS A MODERN MODEL OF DEVELPMENT OS SMALL AND MEDIUM ENTERPRISES IN THE TRANSITION COUNTRIES

    This paper deals with the issue of cluster as a modern model of development of small and medium enterprises. Clusters as a model for the development of SMEs in recent years are current as in countries in transition, in contrast to developed countries where the model has long been present. It is understandable that clusters are not sufficiently developed in the transition countries, and the reasons should be sought in inadequate development and transfer of innovative technologies, insufficient skills of employees and the lack of partnerships between businesses, which is a critical factor in the development of clusters. The aim of this study is to determine and present factors of cluster development in the application of the concept of small and medium enterprises as a critical factor in economic growth of transition countries.
