• The technological imperative and technological safety in the system of national security of the state

    The basis of the technological security of the state is having its own economic and technological potential, the level of which should meet international standards and requirements of the time. Original position when you create a technological imperative for economic development of the state was that profitable the economy must be high tech due to the increase of production and competitive due to the constant renewal of technological assets. The technological imperative, first of all, for the choice of priority technologies. To process safety must include: scientific and technological, ecological and technological, production-technical and information-the knower of the sphere. The methodology of diagnostics of a condition of technological safety, should be based on the methodology of interdisciplinary analysis. The system of criteria of technological safety should include quantitative and qualitative characteristics of the resource, production and research capacity, competitiveness of products on world markets and the ability to withstand the negative influence. Today leaders of the world community is gradually becoming a state whose economy is not based on resource potential, and the use of the latest technologies in all sectors of the economy: from production to provision of services and control functions.

    It is determined that civil aviation in Ukraine has a number of problems that are the result of a chronic crisis in the deep fields of the industry. It is revealed that the “open sky” policy acts as an incentive to increase competition. The analysis of dynamics of the air transportation market of Ukraine is carried out. The decline in demand for air transportation in Ukraine is considered as a continuation of the negative trends in the national economy. The analysis of the Ukrainian airlines market has showed that the share of 4 leading airlines in the total volume of passenger traffic was almost 93 %. Regular flights between Ukraine and rest of the world were carried out by 9 domestic airlines (to 39 countries of the world) and 35 foreign airlines from 29 countries of the world. The ratio between international and domestic transportations of Ukrainian carriers during the year amounted to 85 % and 15 % in favor of international ones. It was found out that leading aviation carriers do not meet the modern requirements of the world aviation community. The study of the air transportation market in relation to specialization by types of business has revealed that nine major types of air carriers were formed. Functioning of Low Cost business model on the market provides a significant change in the structure of aviation. The main specific features of the stages of development of Low Cost business-model airlines are determined. The analysis of the situation on the air transport market was conducted on the basis of PEST-analysis. Measures that make it possible to intensify the process of development of the market of aviation transportations are listed: renewal of the airport infrastructure; establishment of high technical standards for airplanes and air services; security enhancement; modernization of air traffic control procedures; updating sectoral legislation. The prospects for the development of the air transport market of Ukraine are the creation of new organizational forms that fully meet the requirements of the market. Consolidation can occur in several areas: the formation of a national carrier-flagship, merger with foreign companies or consolidation with domestic players in the market.

    It is proved that in the knowledge economy, such assets of the company, like knowledge, are of particular value. New knowledge can increase the individual income of the owners as they apply in business processes and production activities. Defined knowledge management as the process of formation of the intellectual assets of the enterprise. Selected technological, motivational and organizational components of the system of knowledge management. The system methodology of knowledge management are methods to transform individual pieces of information in knowledge relating to a particular sphere of activity. System design of knowledge management of the enterprise is divided into a number of stages, which are discussed in the article. The analysis of world experience of the practical implementation of knowledge management has shown that organizations and businesses take this purpose a variety of techniques and methods. Found out that currently there are three schools of knowledge management. The methodology for the integration of knowledge in the enterprise, which is presented in the form of a diagram. The knowledge creation enterprise is carried out ways: through self-education personnel; by performing duties; tools of knowledge management. Proposed projects for the knowledge management implement in stages and characteristics of each stage. It is proved that the culture of designing the system of knowledge management should include management strategies, planning and provide for close cooperation and distribution of powers. It is concluded that knowledge management helps businesses become more competitive, reduce costs, increase the speed of making management decisions and efficiently identify the needs of consumers. The main purpose of the system of knowledge management of the enterprise is knowledge management an integral part of the work of all employees.
