    Formation of innovative policy taken into account of the economic mechanism of innovative activities of industrial enterprises

    It is established that the activity of industrial enterprises in conditions of instability of the economic situation in the country, political situation, deterioration of the welfare of the population, imperfection of the current legislation, increase of tax pressure, that is external factors of activity, is aimed at strengthening of competitive positions by penetration a new market segment, production of innovative products, reduction of costs, rational use of resources, under the condition of implementation of technological advances.
    It is determined that the level of innovation activity of enterprises is characterized by a gradual deterioration, since scientific and technological achievements are rather slowly used, manufactured products, based on the use of innovative developments, are not in demand on the foreign market, because it is uncompetitive along with the products of leading enterprises. It is substantiated that there are no favorable conditions for rising the innovation activity of industrial enterprises, since most of them are in crisis or unprofitable, not provided with sources of financing for attracting innovative technologies, sharing experience with international organizations. It is proved that the solution of these problems is the implementation of the innovation policy of industrial enterprises, which is possible under the conditions of formation and use
    of economic mechanism of innovation activity (EMIA). Elements of organizational and economic mechanism of innovative activity and innovative development of industrial enterprises are proposed under condition of formation of innovation policy.

    ENTREPRENEURIAL UNIVERSITY: NEW INSTITUTIONAL SYNERGY FOR CREATING HI-TECH INNOVATIONS

    The paper discusses problem the institutional supporting of activities for creation the innovative Hi-Tech productions, it presents the methodological and analytical generalization of the modern practices in building institutions that ensure organic cooperation between Universities, Industries, and Government in framework of the "Triple Helix" innovation mode. In this case, the probability of reaching commercial success of the R&D activities rises significantly. This has changed the traditional model of the University in toward the “Entrepreneurial Universities”, which have become the system centres of the new Hi-Tech innovation clusters. The paper presents the international comparative analysis by indicator of “University/industry research collaboration” as part of the competitiveness index. It gives proposals to improve the Ukrainian innovation policy.

    INNOVATION POLICIES OF POLISH INDUSTRIAL ENTERPRISES BASED ON INNOVATION CUBE MODEL. RESEARCH RESULTS

    Many theoretical concepts of studying innovation strategies concentrate on selected aspects and determinants of this phenomenon and dissemble cohesive and wider perspective. In result there is lack of comprehensive researches concerning innovation policies, especially covering long term, repetitive studies based on the same methodology. The main purpose of this article is to assess innovation strategies applied in Polish medium and large industrial enterprises based on three dimensional innovation activity model – innovation cube. Those dimensions are: place of creating, continuity of activity and way of innovation utilization. In result of imposition above criteria these model presents eight different variations of innovation policies. The most common innovation policy utilized in Polish industrial enterprises is individual innovator. This means that innovations were created in continuous manner, based on own resources and for own use. The test sample covered years 2007-2009 and 2012-2014. Surveys were conducted on group of medium and large Polish enterprises belonging to low-, medium- and high-tech industries. Each phase of research was based on the same methodology. From first stage 80 responses were obtained and from the second one 92.
