• Destabilizing factors in present times

    The analysis is focused on nationalism, populism, hate speech, multiculturalism. The processes designated as globalization are mobilizing a resistance that increasingly manifests itself as an effort to preserve the identity of various ethnic cultural and religious traditions. Populist extremism is nourished by what it describes as the antagonism between the organic, “pure”, nation and the nation’s enemies, whether these be the Jews, the Muslims, the ethnic minorities and/or the “corrupt elite”. Populism is a distorted form of democracy that promises to fulfill the loftiest ideals of democracy (“Let the people decide!”). In other words, the threat comes from within, because the politicians that represent that threat speak the language of democratic values.
    Hate speech is an utterance that denigrates or stigmatizes a person or a number of people on the basis of their affiliation to a group that usually, but not always, has certain unchanging characteristics, for instance, an ethnic or religious group. The fundamental problem here is the lack of understanding that the responsibility for the actions of one person may not be shifted to all people having some trait in common with the perpetrator. To distinguish between the individual and his group is a fundamental principle of democracy.
    The discussion on multiculturalism cautions against the attempts to idealize multiculturalism: the philosophy and reality of multiculturalism do not always overlap. Most European states are inclined to think of multiculturalism mostly as a framework for the coexistence of different cultures rather than as a transnational mechanism for the integration of new settlers within a dominant culture. According to the critics of multiculturalism, Europe has allowed excessive immigration without requiring sufficient integration, an inappropriate course that has resulted in the erosion of social cohesion, the undermining of national identities and the decrease of social trust. The defendants of multiculturalism, for their part, respond that the problem lies not in excessive diversity but in excessive racism. A core set of shared basic values and rules (the Constitution, the laws, the shared language) guarantees the cohesion of the whole and at the same time sets boundaries to the right to be different and to the principle of equal standing of cultures. The general framework holds clear primacy over the particular cultures. The immigrants may preserve and maintain only that part of their cultures that is not in contradiction with the mandatory shared whole (“selective preservation of culture”).

    IMPROVEMENT OF TECHNOLOGIES FOR THE DEVELOPMENT OF MODERN RAIL AUTOMATION SYSTEMS

    Until Currently in the countries of Europe there is an intensification of the introduction of modern microprocessor systems of railway automation and the increase of their functional capabilities. The introduction of additional functions of control and monitoring systems, tightening of the requirements for the safety of their operation, mutual integration and unification of systems for various purposes, the complication of the implementation of processing of logical dependencies require fundamentally new approaches to the development of software and hardware of a new generation. In this regard, scientific and applied research aimed at the development of appropriate technologies is being conducted, based on the common methods and tools used in the formation of control and monitoring systems for various objects of the railway transport infrastructure. The proposed material contains the main results of such studies conducted over the past five years, as well as the main directions for further improving the development of microprocessor-based rail automation systems.

    PROBLEM ANALYSIS OF PROJECT MANAGEMENT INFORMATION SYSTEM CONSTRUCTION AT IRON AND STEEL ENTERPRISES OF UKRAINE

    The problem of construction of project management information system (PMIS) is analyzed. The factors under investigation define the problem: the presence of ERP-systems (ERP) in metallurgy industry, the ERP inefficiency for the PMIS construction due to the drawbacks of the functional and historical divergences between the kind of management activity and project management software (PM software); the necessity for the PM software application for the PMIS construction and integration of the PMIS and ERP into unified informational system (IS) for management of all kinds of enterprise activities. To solve this problem information is systematized; variants of integration of PM software with ERP applied in metallurgy industry are classified and proposed.

    MODEL OF STRATEGIC ALIGNMENT IN THE UNIVERSITIES

    The article presents a model for integrating the organizational strategy of higher schools and their research strategy. It also outlines the stages of developing such research strategies (RS) so that they are consistent with organizational strategies and structures. The model allows higher schools to perform effective organizational design by combining the possible approaches to strategy development in order to achieve integration between them. The article describes the degrees of maturity of processes referring to planning research at universities and defines the stages of developing RS to achieve their consistency with the general organizational strategy of universities on one hand and the other specific strategies, on the other.

    ONTOLOGY-BASED DATA ACCESS AND MODEL TRANSFORMATIONS FOR ENTERPRISE INTEROPERABILITY

    Enterprise interoperability is the ability of disparate and diverse information and control systems to work together efficiently towards mutually beneficial common goals. Some of the main tasks for achieving enterprise interoperability are connected with data and knowledge access and sharing and by use of model transformation. In this paper are presented and discussed several model transformations between different Technological Spaces: RDB, UML and OWL in order to enable ontology-based access to different models of enterprise data. At the core of the approach is the usage of reference models, based on the standard for enterprise integration ISO/IEC 62264.

    One of the main problems of biomedical informatics in the effort to increase its contribution in knowledge retrieval and decision making is the integration of ever-increasing amounts of information and data from multiple heterogeneous sources and domains – clinical, medical, biological etc. The paper proposes an ontology based approach for integration of biomedical data and information using the Linked Open Data vocabularies and a D2RQ-mapped database. A simple example of semantic integration of heterogeneous biomedical and health data sources is given.
