    Ensuring the security of the population is one of the fundamental policies of the European Union. Various approaches are being implemented in this area, one of which is the creation of critical infrastructure security – national and European. In this regard, trough the development and operation of intelligent security systems, with a focus on critical infrastructure, is expected to improve the security of the population in EU Member States. Precisely the synergy of efforts of the scientific and industrial communities in our country for performance of specific models of security systems through the establishment and operation of centres of competence is at the core of this paper.

    Joint Research Center, as a European Commission’s structure for science and knowledge, provides independent research to support the overall European Union policy. Innovative tool for dealing with expected and / or emerging challenges that need to be addressed at EU and Member States levels, and understood by the political environment is the building of competence centers. Centers focus their work on the development of analytical tools that can be applied to each policy area.
    A concrete example of rational national approach for implementation of this policy is establishment of the Center of Competence “Quantum Communication, Intelligent Security Systems and Risk Management” (Quasar). Thereby it is anticipated that innovative collaborative approaches and practices will be developed between different organizations with responsibility in the field of higher education and science, aiming at the modeling and development of interoperable, at national and European level, intelligent security systems.

    Integrated management should be seen as synonymous with good management, which means that it is necessary to manage the organization’s activities, resources, personnel, impact on its functioning and countless risks that can cause a lot of problems if it is allowed to be happen than if they being avoided.
    The best way to define the parameters of integrated security implies the use of a simple, clear and comprehensive approach and format that allows the senior management of the organization to focus on the key elements that need to be planned, implemented and managed to fulfill the mission of the organization.

    MODEL FOR ANALYSIS AND ASSESSMENT OF HAZARDOUS ENVIRONMENTS TO IMPROVE THE SECURITY OF THE POPULATION

    Prevention of industrial accidents in Europe and creation readiness of the authorities and the community for countering them are aimed not only at major catastrophes, but also at the small ones, which threaten the society, jobs and environment. Regardless of the internationally accepted framework for prevention and counteraction the industrial accidents involving hazardous substances (refers to the Seveso type site/area related accidents), there are fields that have not yet been developed, such as an assessment of the vulnerability of various sectors of economy, their interdependencies and the impact on social life. Considering these challenges, the main objective of the current article is to bring to the attention of stakeholders an integrated package of advanced developments, both in terms of Seveso type site/area related accidents, caused by reason of technological failures (technological mistakes) or are due to targeted man-made activities (terrorism).

    Issues related to security are intertwined in all areas of the life of an organization. Many of them are considered and documented organizational and provided within the respective area/subsystem of the management system of the organization. For example, information security management is detailed and reliably described in the international standards. And this is natural, considering the importance of this type of security and the fact that information technology lie at the core of almost all organizations. In the meantime however, it is necessary to go a long way to reach the ultimate goal of improving security of the organizations by developing integrated management systems for business security. A Security Management System may be considered as that part of the overall management system, based manly of the quality management system, that provides the structure to enable identification of potential threats to an organization and which establishes, implements, operates, monitors, reviews and maintains all appropriate measures to provide assurance of the effective management of the associated security risks.
