    APPLYING SWOT ANALYSIS IN ASSESSING THE CAPACITY OF AGRICULTURAL PRODUCTION IN CONDITIONS OF DROUGHT AND CHANGING CLIMATE

    Soil and water resources, used for the needs of farming production are strategically important on a regional, national and global scale. One of these resources – soils, has an extremely long recovery period, hence it is assumed practically unrecoverable. The second resource – water, has the property of not being wasted in nature; in fact, it only changes its physical state, and is purified if in movement. At the same time, due to considerably short-sighted human activity, a process of aeration sets over already fertile arable land, precipitation changes location, as well as intensity.
    Analysing strengths and weaknesses of applying technological processes in farming, especially in the conditions of prolonged droughts and changing climate, will be crucial to making the right decisions, concerning the development of farming production technologies. But mere analyses, no matter how detailed and accurate they are, will be useless without the next step-planning.
    Therefore, applying SWOT analysis as a tool can help the awareness of guidelines and failures during the strategic planning for the usage of
    these irreplaceable natural resources.

    This article presents analysis of the current situation of the gold mining industry of Azerbaijan. The analysis is performed a review of the main individual problems of the country’s gold mining industry. It is found that the gold for Azerbaijan is a priority and highly liquid type of strategic minerals along with fuel and energy raw materials and some other important minerals.Also, it is noted that the gold mining industry of Azerbaijan, as a young branch of the economy, has a promising future. And the study of innovation ways of development in this industry is of particular importance for the republic.

    The crowning of the historic aspirations of European integration, means that the Tirana-Durrës region should be able to compete as equal with other regions in Europe. So, on the one hand, the opportunities for its economic development will increase, but on the other hand, competition will intensify with other regions. This will require economic sophistication in the Tirana – Durres area, which will also be a challenge for the next decade. On the road to becoming one of the Balkans Hub, among the main objectives remain: improving infrastructure and mobility in the Region, increased competition, improving the quality of life, protection and rational utilization of natural resources. Although competitive advantage at national level has been enormous compared to other regions, at the Balkan and European levels, this advantage is lesser and controversial. Consequently, it is necessary to create a platform on which it is based d evelopment and increase the competitiveness with the regions around our country. Seeing that road networks have heavy traffic, other modes of transport and their coordination need to take on a growing role. An efficient policy in this regard would be the construction of a Freight Transport Interport, with a contemporary logistics and integrated with Intelligent Transport Systems[1]. This would be a new junction in the supply chain and would provide a solution to transport systems, developing in full harmony the interaction of Road, Rail and Maritime Transport infrastructure. In addition to the study of the respective legal framework that would support the planned interventions for the realization of ITMTD, this paper presents the results of the SWOT analysis as a recognized way of identifying, comparing and evaluating the advantages, weaknesses, opportunities and risks of a project.

    STRATEGIES FOR DEVELOPMENT OF MEDITERRANEAN CROSS-BORDER COOPERATION AS AN INSTRUMENT FOR INCREASING THE "WIDER" SECURITY

    Cross-border cooperation (CBC) in the Mediterranean region is an effective instrument of the European Neighbourhood Policy (ENP) that gives different opportunities which have a positive influence on the aspects of the “wider” security – political, economic, social, ecological and cultural security. Seven members of the European Union and ten partners from the North Africa and the Middle East take part in the Mediterranean CBC.

    The Mediterranean CBC is analysed as a system with two environments – external and internal. The report presents PESTEC-analysis and SWOT-analysis. Also, it shows the logical relation between external factors, internal characteristics and future results of cross-border projects. Applying a strategic tool of TOWS-analysis, it helps identify relevant strategic options that the Mediterranean CBC could pursue. Furthermore, the TOWS analysis enables to develop “maxi-maxi” strategies – those with the greatest potential for successful and effective CBC in regard to the aspects of the “wider” security.
