This part of the paper devoted to the development of mechanism and machine mechanics in Belarus and cooperation with Bulgarian official and public organizations (see the first part of the paper). Successively the input in mechanism and machine terminology, standardization (elaboration of complex of standards on reliability, tribo-fatigue, gear failure modes etc.), quality management (system, techniques and tools, quality factors of machines and their components, methods of designing gear manufacturing processes etc.) are covered. It is considered informational support above mentioned topic through the edition of scientific journals; participation of Belorussian and Bulgarian scientist and engineers in international conferences, provided by one or other parties, as well as third one; interaction between scientific institutions.

The operational ability of a rolling bearing selected for a specific application is assessed based on service life. The basic formula for bearing rating life was established more than 70 years ago by A. Palmgren. The first standard presenting a basic mathematical model for rating life calculation was published in 1962 (ISO/R281). The content of this standard has been revised and the next version was published in 1977 (ISO 281-1). The novelty was the introduction of adjustment factors for reliability other than 90%. This standard was replaced by the ISO 281 standard in 1990, which introduced additional adjustment factors for special bearing properties and operating conditions. The latest version of the ISO 281 standard was published in 2007. This standard provides a procedure for calculating the modified service life by taking into account the additional impacts of lubrication condition, lubricant contamination and limit fatigue load. Furthermore, the document ISO/TS 16281 was published in 2008 introducing the influence of bearing internal clearance and misalignment in the rating life calculation. An overview of the development of a standardized formula for bearing rating life is given in this paper, on the example of deep groove ball bearing under radial operational loading.

The standardization is a specific activity, which obeys principles, has its own methods, can take different forms and has objects with diverse character. The standardization activity includes the developing, approving, issuing and the application of the standards processes. In this article have been examined the standardization’s main formulations and methods at international, regional, national and company level. Therefore the generally acknowledged, basic principles and rules for work of the standardization are being respected. The standards are being developed and published in the society interest and represent mean of information and mutual understanding between partners.

Success in the market can only be achieved if the business processes are designed and realized with the optimum use of the resources in order to do the best job for the first time, without any disadvantages, without waste of time and to the satisfaction of all the interested parties. Sustainable success can only be left out if innovations are being promoted and innovated. That is why this paper is based on innovations in correlation with the European Quality Award, so we are evaluating the state of innovativeness of the relationship with the model of business excellence. The enterprises have been analyzed through the questionnaire in accordance with the criteria for obtaining the international quality award.

The obtained data have united the experience and reality of significance of a number of certifed organizational systems in Montenegro. The analysis of data, principles and strategies that would be resulted from this research should help and provide useful directives in developing of a model for improving of organizational performance, in defining of measures to achieve a sustainable business systems, for increase of innovation, to contribute the strenghtening of links among the enterprises, scientific research and Innovation.

The report analyzes the place and role of the problem of quality and reliability of production /agricultural machinery/ under the conditions of the market economy is the basis of marketing and business. In a market economy the main driving forces of the business are: marketing, quality and reliability of production and services.

It turns out that we need to change our way of thinking and action. We must get used to the idea that the marketing approach and innovative solutions challenge the consumer to produce and service high quality and reliability.
